Alan Mackintosh - for community service to the Gisborne district through various organisations

Jill Smythe - for community service to the Gisborne district through various organisations

Gisborne BMX Club - for community service to the Gisborne district through BMX sport

Tolaga Bay Civil Defence Community Link - for community service to the Uawa district through civil defence

Margaret Savage - for community service to the Gisborne district through horticulture and support of the Eastwoodhill Homestead Garden.

Merit awards 2011 - presented to:

Elaine Barron - in recognition of being nominated for a Citizen's Civic Award for community service through various organisations

The Zed Stackers - in recognition of being nominated for a Citizen's Civic Award for community service through music

Christine West - in recognition of being nominated for a Citizen's Civic Award for community service through the Cancer Society of New Zealand East Coast Centre Trust
